Customs and border protection regulations in the European Union are changing this summer. A law passed six years ago restricting certain fine art, antiquities, and cultural goods entering from other countries will go into effect. This new law for art on superyachts as well as pieces arriving through other importation means is broad in scope. However, owners, yacht managers, legal advisors, and others can enroll in a workshop to understand compliance requirements.
The EU Cultural Goods Act seminar, available in person and online, is the brainchild of Pandora Mather-Lees, the director of Pandora Art Services, and Holly Piggot, a director of Alinea Customs, which provides customs clearance across UK ports. Mather-Lees is further an art historian who founded Art on Superyachts specifically to teach proper care of onboard collections. Although Piggot’s focus is in the UK, she has extensive experience navigating importing and exporting compliance for fine art, advising global auction houses, art galleries, and superyacht suppliers.

Briefly, the EU Cultural Goods Art, effective on June 28, is an attempt to combat trafficking beyond current laws. It governs original paintings and sketches, for instance, as well as original engravings and lithographs. Additionally, original sculptures plus items of archaeological and historical interest fall under it. Furthermore, it governs antiques that are more than 100 years old and with a value upwards of €18,000 (about $20,400). Ultimately, anyone importing these items must hold an importer’s license or provide an importer’s statement attesting that the items fall within the scope of the legislation. Violations may lead to financial and criminal penalties.
